Get a local teenager in your neighborhood to leave a flyer in her mailbox about his/her reasonable rates to weed and do lite gardening. I would call your neighbor about the cat issue and let her know your garden is dying!
This is why you NEVER move into a townhouse community that does NOT have an Association. You could call the Property Manager, or the grounds crew would be doing most of it anyway! Good luck!
The cat problem I would just confront her or leave “little bags” on her doorstep if that doesn’t work!
I am in a townhome community with a home association. The Board is aware of the problem and should be in contact with the landscapers to take care of the weed issue, but our Township has NO laws on the books regarding letting cats out. It covers dogs, goats, chickens, etc…but not cats. Can you imagine?
your HOA’s rules should have language regarding unleashed pets and unkempt yards – most do. first thing: contact your property manager. they should know your HOA’s particular rules & act as your liaison to this neighbor & your Board. a phone call, email or letter from the manager stating the rules to your neighbor would be a start. your property manager should take care of this for you if you initiate action. your manager should keep you anonymous to this neighbor. if you have called and gotten no action from the management, put it in writing.
